Hon. Baba Jamal's Intervention Secures a Further Amendment to Clause 44 of the Tribunal Bill, 2026

Parliament, Thursday, 16th July 2026 – The Member of Parliament for East Ayawaso, Hon. Baba Jamal M.A., Esq., made a significant legislative contribution during the Consideration Stage of the Tribunal Bill, 2026, leading to a further amendment of Clause 44 of the Bill. During the clause-by-clause consideration of the Bill, Parliament had concluded deliberations on an initial amendment to Clause 44 and was preparing to proceed to the next provision. At that stage, Hon. Baba Jamal sought the leave of the Speaker to propose a further amendment. The MP drew the attention of the House to the provision that proposed representation from "organizations of lawyers" on the Tribunal Oversight Committee. He observed that the provision lacked sufficient clarity because Ghana has several professional associations of lawyers, and the Bill did not specify which organization would nominate a representative to the Committee. He argued that retaining the wording could create uncertainty in the implementation of the law. His intervention generated constructive deliberations on the floor of the House, with contributions from the Chairman of the Committee, the Attorney-General and Minister for Justice, the Majority Leader, and other Honourable Members of Parliament. Following the deliberations, the Speaker proposed a revised formulation, which was agreed to by the House. Clause 44 was accordingly further amended to read: "A lawyer with not less than seven (7) years' standing as a lawyer nominated by the Attorney-General." The adoption of the amendment reflects Parliament's commitment to ensuring precision and clarity in legislation and demonstrates the important role Members of Parliament play in scrutinizing Bills before they are enacted into law. Hon.
