Hon. Baba Jamal Supports Adoption of Energy Committee Report on Power Sector Agreements

The Member of Parliament for Ayawaso East, Hon. Baba Jamal M.A., Esq., has thrown his support behind the adoption of the Energy Committee's report on amended agreements between the Government of Ghana and Independent Power Producers (IPPs). Contributing to the debate on the Floor of Parliament, he commended the Ministry of Finance for remaining current on payments to IPPs, reducing legacy debt obligations through successful negotiations, and implementing measures to ensure a sustainable and reliable electricity supply.


Parliament, Tuesday, 28th July 2026—The Member of Parliament for Ayawaso East and a member of Parliament's Committee on Energy, Hon. Baba Jamal M.A., Esq., contributed to the debate on the floor of Parliament in support of the adoption of the Committee's report on three amended and restated agreements between the Government of Ghana and Independent Power Producers (IPPs). The motion sought the adoption of the Committee's report on the Amended and Restated Government Consent and Support Agreements (A&R GCSAs) involving Cenpower Generation and Amandi Energy Limited, as well as the Amended and Restated Put/Call Option Agreement (A&R PCOA) involving the Government of Ghana, the Electricity Company of Ghana (ECG), Early Power Holdings Limited, Quantum Gas Terminals Limited, and Early Power Limited. Speaking in support of the motion, Hon. Baba Jamal assured the House that the government, through the Ministry of Finance, is currently up-to-date with all negotiated payment obligations to independent power producers. He explained that this achievement followed successful negotiations that reduced outstanding liabilities by approximately 15 percent, describing it as a significant milestone deserving recognition. The Ayawaso East legislator commended the consultants and all stakeholders involved in the negotiations, noting that their efforts had contributed substantially to easing the country's financial obligations to the power producers while maintaining confidence within the energy sector. Hon. Baba Jamal further informed Parliament that a structured repayment plan had been put in place to clear all outstanding legacy debts by 2029. According to him, the arrangement provides assurance of uninterrupted electricity generation and strengthens confidence in Ghana's commitment to meeting its contractual obligations within the power sector. He also indicated that the Committee had been assured that mechanisms had been introduced to prevent the recurrence of the circumstances that led to the accumulation of legacy debts. These measures, he explained, are intended to improve financial discipline and ensure the long-term sustainability of the country's energy sector. The Member of Parliament further observed that the relative stability of the Ghanaian cedi had contributed significantly to reducing the accumulation of debt associated with power purchase agreements, many of which are denominated in United States dollars. He explained that improved exchange rate stability has helped minimize additional financial liabilities arising from currency fluctuations. Hon. Baba Jamal concluded his contribution by commending the Ministry of Finance for its prudent financial management and the progress made in addressing long-standing obligations within the energy sector. He expressed confidence that the measures being implemented would guarantee a continuous and reliable supply of electricity to homes and businesses across the country. His contribution reflects his active role as a member of the Parliamentary Committee on Energy and his commitment to supporting policies that strengthen Ghana's energy sector, promote fiscal responsibility, and ensure a sustainable electricity supply for national development.
